You need to go for the 1st option for Ian to not make Cindy sleep with Axel. Wade going through with the break-up is canon. This is only valid for Ian/Cindy romance path. If you are in a casual cheating relationship with her, then she will sleep with Axel too by default.
Love route in general. If you set boundaries she will stop it all together. If you trust her, Axel will touch her a bit, but she will stop it, because of you, so that is not cucking and isn't really cheating, maybe the start, but ai don't count it as cheating.
The set boundaries path is the best path right now, but both paths of setting boundaries and trust will stop it, it will just play out differently.
